As part of meeting the criteria for integration into the European Union, Albania also has the obligation to adapt its legislation in the field of energy performance in buildings.
Residential apartments, rental properties, new buildings, and even institutions must meet the minimum energy performance requirements set by the government to reduce greenhouse gas emissions and support renewable energy sources, starting in 2026.
“Starting from 2026, all new buildings must be designed to utilize solar energy based on the solar radiation of the area and enable the installation of cost-effective solar technologies.”
This means that solar panels will be installed in all buildings to increase the use of renewable energy sources. This law will apply to new buildings and those undergoing renovation, from the design phase to the issuance of the usage permit.
“All new buildings must be emission-free starting from 2028 for public buildings and from 2030 for all buildings. Starting from 2027, buildings owned by public authorities will be required to be emission-free.”
The draft law also anticipates how to handle existing buildings.
” Buildings undergoing significant renovation must meet the minimum energy performance requirements. Building elements that are repaired or replaced must comply with these requirements as much as technically and economically feasible. – Local authorities must ensure compliance with the requirements for buildings applying for construction permits.”
